Description:
Placing cursor inside Interactive frame at the beginning of paragraph by mouse
is off at smaller zoom levels (clicking halfway first character) selecting the
frame

Steps to Reproduce:
1. Open the attached file
2. Use the magnifier tool of Windows to zoom in to say 300
3. Hold the mouse above the H of hello in the frame
4. Notice it will be a mouse pointer until the 'middle' of the H

Actual Results:
It's easy to select the frame instead of placing cursor at beginning of the
frame

Expected Results:
More tolerance.. or less off
