Unnecessary scrolling in Extension manage dialog

If you have only few installed extension then you can scroll extension list in
Extension manage dialog

Steps to Reproduce:
1. Look at video in attach


Actual Results:
Unnecessary scrolling in Extension manage dialog with only few installed
extensions

Expected Results:
No scrolling in Extension manage dialog with only few installed extensions


Reproducible: Always


User Profile Reset: No
