Unwanted scroll deleting header

Steps to Reproduce:
1. open attached file attachment 163679
2. Scroll to page 7
3. Click inside the header -> blue header bar
4. Click header bar -> delete header

Actual Results:
Jump to first page

Expected Results:
Stay put?


Reproducible: Always
