Description:
Insert heading in outline mode (using navigator)

Steps to Reproduce:
1. Open Writer
2. Sidebar -> Navigator.. 
3. Insert a heading.. 1 now you can manage

Actual Results:
Headings are created in document

Expected Results:
In addition the possibility to create outline structure in the navigator. So
also adding headings.  Pretty much every option is there.. except add chapter.
