UI: Add new document to (general/quick) access of tabbed bar

Steps to Reproduce:
1. open Writer
2. Enable tabbed toolbar
3. Try to create a new document.. you always have to go through file tab

Actual Results:
Always through file tab

Expected Results:
Direct access
