Update. Rafael Lima thought the text tearing issue only occurred after an edit
was done on the document being scrolled. I had not noticed that detail, so I
commented that I thought it was a good observation, but unfortunately just
today I noticed the problem does occur without having done an edit. I was
investigating a comment made about another bug I reported about the smooth
scroll working backwards of the way one would expect, when I noticed that as I
was scrolling without using the scroll bar or the up or down scroll buttons at
the top and bottom respectively (just clicking inside an empty portion of the
vertical scroll bar to quickly scan through a long document) that it will
fairly routinely cause text tearing when you suddenly stop scrolling.
