That's interesting as I'm still able to repeat it with 7.0.4.2 myself. My full
version information is;

Version: 7.0.4.2
Build ID: 00(Build:2)
CPU threads: 4; OS: Linux 5.6; UI render: default; VCL: gtk3
Locale: en-NZ (en_GB.UTF-8); UI: en-US
Ubuntu package version: 1:7.0.4_rc2-0ubuntu0.18.04.2
Calc: threaded

I uploaded the original DOCX file for the bug after this one, #123243, for
another issue which has since been resolved. I'll upload it here as well.

In that version, you can press delete twice from the initial cursor position,
the top of the document. It should remove the top Quotation header and
reverting with Undo will trigger the bug.
