Description:
When moving object on a LibreOffice layout, there is no easy to way to set an
object in the vertical center, horizontal center or bottom/top aligned with
another object.

Dynamic smart guides are convenient to position correctly and easily an object
on the layout.

This feature is already available for long time in many other softwares, such
as OnlyOffice, QGIS, Apple iWork, Adobe Illustrator and so on…

Actual Results:
No smart guides. It is necessary to position guides manually first for each
item.

Expected Results:
Smart guides appearing when moving an object over the canvas.
