Description:
UI: Buttons to toggle border lines on/off in table properties border dialog

Steps to Reproduce:
1. Open the attached file
2. Menu Table -> Properties -> Borders

Actual Results:
Currently you can only enable disable selected borders be clicking inside
user-defined area. Which has triple click state. Is touchy (clicking close to
middle line and you enabled multiple stuff)

Expected Results:
Well Word has nice buttons at the outside, to toggle a line on or off; which
would mitigate most of the complains (of mine). But don't think i'm alone here
