Not necessarily true.
Someone may want to add or change a style  (or content), and use a color
already in use in another style.
(Also, IMO using styles on objects/images/frames, is not always handy since it
may mix properties as size/ration, with e.g. border and color - Unless I use it
in a wrong way, of course...)
