Description:
UI: Default setting autocorrect and replacement not in sync with the active
document language

Steps to Reproduce:
1. Open Writer. Assumption of locale VS)
2. Tools -> Autocorrect -> Autocorrect options
3. Replacement is set to USA (fine0
4. Cancel dialog
5. Change document language in the status bar to German/Dutch or whatever
6. Tools -> Autocorrect -> Autocorrect options (still set USA)
7. Sidebar -> Default page style -> Change language to German/Dutch or whatever
8. Tools -> Autocorrect -> Autocorrect options (still set to usa)
9. Pick some random language in the Autocorrect option dialog
10. press Cancel
11.  Tools -> Autocorrect -> Autocorrect options -> Notice the random language
being stored 

Actual Results:
Well the Autocorrect options is totally async with active language. And mostly
you open the Autocorrect options while editing (and wanting a change to
language you're working on.

[I even considered that the Dutch replacement table would work in USA document
language, if the 'Dutch' was selected in the replacement table] Not the case

Expected Results:
The Paragraph language (DF/PS) of the position of the cursor should be picked
up when opening the Tools -> Autocorrect -> Autocorrect options. The
autocorrect should show the active language by default

Secondly it shouldn't store the last activated language. 

At least I find it a particular workflow. Going to 'Autocorrect' the change
things for a different language to the one you're working with in document

However could be overlooking reasonable workflow here..
