Believe UNO command to assign via Tools -> Customize on the 'Keyboard' tab is
".uno:HelplinesMove" with a label of "Helplines While Moving" 

When assigned to an available keyboard shortcut it will toggle the mode's
button action already present on the Standard toolbar and display the
positioning help lines for a selected draw object when it is being
repositioned.

Isn't that what you are asking?
