I can confirm point 1 (paper size setting should be remembered, at least while
LO is open), but I can't confirm point 2: on Ubuntu 18.04, my $PAPERSIZE is
"a4" and LO does respect that in the print dialogue. I could change the value
in my .bashrc to for example "a5" and LO would respect that as well (when
started from the command line).

Could you try a more recent version of LO and report back if you see the same
issue?

Setting the bug status to NEEDINFO, but feel free to change it back to
UNCONFIRMED once you have tested a more recent version of LO.
