It's Tools -> Color Replacer (Eyedropper was its name in 3.3, but that changed
shortly after), then choose the button with icon and Pipette tooltip near the
top left corner.

It's fine for me in Windows, if there's a bug on Mac, it's possibly Mac or
HiDPI/Retina-specific.
