Incorrect!

A new document that does not have outline headings has been attached.  To see
lag: enable navigator, disable *Heading* Content Navigation View.

Probably related to bug 143499, which deals only with the lag with many
headings.  But because of the confusion, I made that a separate bug.

Reproduced by Telesto, comment 3:
