I confirm it with

Version: 7.2.0.0.alpha1+ (x64) / LibreOffice Community
Build ID: 4a9eef7849a75ba91806886ea9c96d114c8d56f9
CPU threads: 4; OS: Windows 10.0 Build 19043; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL

When saving as docx, image is still anchored to page. After reload it is
anchored to character. AFAIK there is no anchor to page in Word. But if anchor
chages to "to character" I would expect the same result as changing anchor in
odt-file.
