Description:

One file has two sheets.
At the second sheet a picture has been set as background from Format/Arrange/To
background. Saved as Excel 2007-365 format.

When reloading the file, the picture it is not  in the background anymore. It
has moved to foreground.

Steps to Reproduce:
1.Create a file with two sheets
2.At the second sheet insert a photo and set it as a background from
Format/Arrange/To Background.
3.Save it in Excel 2007-365 format, terminate Calc. Reopen Calc and load the
file.

Actual Results:

Picture that previously has been set as background, moved to foreground.

Expected Results:

Keep the picture where it has been set to be.
