The colors are defined in the GTK theme in use.

This very much sounds like the following bug in the Breeze GTK theme, which has
been fixed in the theme in the meanwhile:
https://bugs.kde.org/show_bug.cgi?id=422866

Can you check whether it works with a newer version of the Breeze theme or if
you switch to another GTK theme in Plasma's system settings?

Closing as NOTOURBUG for now, since I think this is an issue with the theme,
not LO. Please reopen and add more information if you disagree.
