The preexisting warning (in dbgutil mode) of

svtools/source/control/valueset.cxx:1681: ValueSet::InsertItem(): ItemId == 0

highlights the problem that itemid is reserved for a specific meaning but is
getting inserted by DefaultShapesPanel
