Hello,

since the introduction of LO 7.1.x, the formatting of tables no longer works
correctly. I cannot format individual cells with different properties, because
all the settings I have made, are applied to the whole table instead of an
individual cell.

Steps to reproduce:
1. open a Writer document
2. Insert a table 4X4
3. Select the cell 1,1
4. go to Table->Table Properties
5. delete the left and upper border of the cell
6. finish with ok
7. settings of all cells are deleted 
8. the settings you made in 5. are applied to the whole table

I was able to reproduce this on several systems.

In version 7.0.x everything works as expected, only the individual cells
receive changes to the properties. This should be the normal case.
