Heading below image after DOCX export

Steps to Reproduce:
1. Open the attached file
2. Save as DOCX
3. File Reload


Actual Results:
Notice heading 1  being positioned below the frame

Expected Results:
Above like ODT or DOC


Reproducible: Always
