This is actually true statement. But it's working after deleting the Sections.
I might mix 2 things together here.


Deletion of the section matters for 'to character'. You can't include 'to
paragraph' in the manual selection with or without the section present (except
by including the section into the selection, what CTRL+A does)


And what I attempt to say with the title: image isn't included in the (manual)
selection (but desired). Not that it's included in the selection, but not cut
