I can confirm the issue with the linked Optima fonts (comment 12) installed to
system on Windows builds. But only if all 4 of the fonts .TTF are installed.

With just the Optima.TTF installed, canvas and UI is fine.

Present with Skia rendering (Vulkan or raster only), no issue with default GDI
rendering.

Seems to be a broken font, but badly affects Skia rendering.
