Correct (don't forget the "Formatting (Styles)" variant; but not special in
respect to help)

True, but this toolbar has a slightly different purpose with organizing the
list

It's kind of a chimera with on/off per single click and pick an option after
expanding. Overloading the latter feels wrong to me and I appreciate the No
List item. It's also a guidance to see a certain state in the usual workflow
but in particular for lists without bullets or numbers, meaning just indented.

Let's keep the ticket for documentation.
