Dragging the corner handle of of QR code inwards doesn't shrink proportional by
definition

Steps to Reproduce:
1. Open the attached file
2. Select QR code
3. Drag at the corner

Actual Results:
Left right/ up down are all controlled by the corner

Expected Results:
Proportional shrinking enlarging


Reproducible: Always


User Profile Reset: No
