Image order not respected when copy/pasting images (if not saved before)

Steps to Reproduce:
1. Open the attached file
2. Select the top image -> Send to back
3. CTRL+A
4. CTRL+C
5. CTRL+N
6. CTRL+V

Actual Results:
Image on top

Expected Results:
Image in background after


Reproducible: Always
