Description:
When reloading a document, spreadsheet or presentation, toolbars which were
used previously do not automatically re-appear

Steps to Reproduce:
1.Load document

Actual Results:
Some or no toolbars visible

Expected Results:
Previously used toolbars should be visible


Reproducible: Always


User Profile Reset: No
