Description:
Compressing EMF into PNG/JPG doesn't result in a crisp an clear result
(compared to EMF) even at highest quality

Steps to Reproduce:
1. Open attachment 170349
2. Select the graph
3. Right Click -> Compress
4. Set it JPG 100 or 99 quality and don't reduce resolution
5. Press CTRL+Z CTRL+Y couple of times

Actual Results:
JPG/PNG don't equal EMF

Expected Results:
Crispy and clear images
