It's strange that a user needs to tell a member of the design team about this

No, collapsibility isn't part of the basic functionality. See:

a list box may be collapsible, or non-collapsible and scrollable.
That said, and adopting your distinction - this feature could be introduced via
a singular kind of collapsible element, which could contain other elements,
rather by the ability to make _anything_ collapsible.
