Dragging image in text with anchor in header causes lots of additional CPU
cylces 

Steps to Reproduce:
1. Open the attached file
2. Top image & drag while monitoring CPU usage

Actual Results:
Peaks out 1 core

Expected Results:
Bit similar to anchor in document


Reproducible: Always
