The Photos library on macOS is Mac specific and stores images in an archive
format (pkg format) that is not by default accessible to non-Apple
applications.

In order to open the System Library Photos folder and make the photos contained
within visible to LibreOffice, you need to right mouse button click on the
Photos Library file in the Photos folder, and choose Show Package Contents from
the context menu. Read the information here for further information and a step
by step guide on how to make the photos visible to applications outside of the
Apple applications environment.

LibreOffice is not an Apple product, and therefore is not provided with the
tools to access the Photo library. As a result, there isn't much the
LibreOffice project can do to help out with this issue.

There is however a workaround as indicated in the above link.
