Point of clarification: The main reason for proposing "hierarchy" is "smallest
possible change" principle. It is already used in this and other help
pages(e.g.,
https://help.libreoffice.org/7.2/en-US/text/swriter/01/05130004.html).
Here is another possibility, illustrated by rewriting the first bullet point on
this (incorrect) help page:
https://help.libreoffice.org/7.2/en-US/text/swriter/guide/insert_tab_innumbering.html
"To move a paragraph down one hierarchical level in the list outline,
click at the beginning of the paragraph, then press Tab."
