I created, saved and closed an ODT document (all with Writer 7.0.5.2) that
contains a small TABLE OF CONTENTS on the first page. 
When I open this document again, I see that the TABLE OF CONTENTS is splitted,
the beginning is still on the first page, but the last chapters are on the
second without any reason.

Steps to Reproduce:
1. install LO 7.0.5.2 on windows 8.1 (x64) and clear the profile
(C:\Users\myUser\AppData\Roaming\LibreOffice\)
2. create a document with writer that contains several TITLE1 and TITLE 2
chapters 
3. Add a TOC
4. Close the document
5. Open it again

Actual Results:
the table of contents that fits on 1 page is splitted on 2 pages

Expected Results:
a TOC on the first page
