This is *exactly* what is existing currently, and what is described by Regina
in comment 2.

... and this is moving the goal post: this was absent in the original request,
and is something very different. This addition is not a dupe of bug 89477, but
a request for allowing the positioning to be on the two pages adjacent to the
page of anchored-to content when it makes sense algorithmically.

This is a valid request on its own (and I have a feeling there were duplicating
requests for this).
