I expect that using the character shading tool (found under the paragraph
section in MS Word) will remove the character background when you choose "no
colour".

Yes, see bug 132695 for the verbose discussion about this.  This is a
WONTFIX/NOTABUG.

If you really want it to export as highlight, change LO settings in Options -
Load/Save - Microsoft Office - Character Highlighting: export as highlighting.
