Description:
The LibreOffice UI doesn't show when trying to create new documents using a
recent master dev-build on Windows 10 64-bit.  I isolated the problem to the
following change:

Steps to Reproduce:
1. Checkout /core on master and build on Windows 10 64-bit. Or download and
install Win-x86_64 at tb77-TDF from
https://dev-builds.libreoffice.org/daily/master/current.html
2. Launch LibreOffice via soffice.exe
3. Click the button for "Calc Spreadsheet"
4. Observe the UI doesn't open a calc spreadsheet, and trying to click menu bar
buttons results in a completely gray drop-down.

Actual Results:
No UI

Expected Results:
UI is usable
