Don't we already achieve this for single ODF documents when export as a
hybrid-PDF? On reopen of the hybrid PDF into LibreOffice it will have the PDF
settings it was created with, right?

Of course the full ODF is embedded as a custom stream into the PDF, so it may
not be for everyone (e.g. any privacy/security issues with the ODF content).

IMHO => WF as doing more would require extending ODF.
