The fucking bug is there! You even have a fucking Q&A page for it:

It doesn't happen all the time, but sometimes <office:annotation> entries get
removed when saving in .fods format. Not doing anything special, just changing
some formulas, saving, reloading... comments gone!

This bug is 5+ years old, and obviously nobody has bothered to have a fucking
look at it. The question shouldn't be why nobody has given the specific steps
to reproduce it. The bug obviously exist! Rather, where have you guys looked
where you are sure the annotations don't get removed upon saving? Then look at
the places where haven't!
