Can not confirm. The Navigator deck is present on the Sidebar's Tab bar, and
also on the Sidebar's "hamburger" menu (an elipsis icon on Windows builds).

Please fully identify your os/DE and the LO release you are working with, from
the Help -> About LibreOffice menu item.

Also, the Sidebar's menu has a 'Customization' -> 'Restore Default' action give
that a try.  Also, you might test from a SafeMode restart to see if it is a
user profile issue.  From main menu Help -> Restart in SafeMode
