Can not reproduce with either 7.1.3 RC1:

I can type "fuu";"bar" in Category box just fine, but after that the whole box
has red background to indicate there is an error, and I can't proceed with
either "Next" or "Finish" button.

Is the steps to produce correct?  Have you tried resetting your user profile
(see https://wiki.documentfoundation.org/UserProfile page for information)?
