Repro 7.2+.
>From duplicate bug: Draw can open files with RC4 encryption (from 6.1 and
6ec29250c259b80c551f10cfe0c5d416283c0230), but not with AES-256. 
Other viewers such as Adobe Reader, Edge, Chrome / Chromium, Firefox, Evince,
Okular, and GIMP accept AES-256 encryption.
