Description:
Steps to reproduce:
1. In a Writer document, open File -> Properties, then switch to Custom
Properties tab. 
2. Add 4 text properties
3. Close and reopen the custom properties
4. Add empty properties until only two of the 4 inserted text properties are
visible
5. Remove the empty properties until the scroll disappears
6. Two of the 4 Text properties are not visible

However, they can be restored by adding empty properties until the scroll bar
reappears.

Steps to Reproduce:
Steps are above.

Actual Results:
Properties are hidden.

Expected Results:
Properties should not be hidden as one removes some lines.


Reproducible: Always
