Description:
When we open LibreOffice - for example: Calc - there are elements that are
hidden in the Tabbed UI, when there is plenty of space for them to be showed.

Pressing the "»" button to reveal what's hidden shows them on PopUp and when we
press again "»" the popup goes away but the elements that were previously
hidden now appear in the Tabbed UI as they should always have.

Steps to Reproduce:
1.Open Calc (on a 1440x900 resolution will do) with Tabbed UI enabled
2. notice the blank space on the right
3. Click the "»" button to show hidden elements/buttons
4. Click the "»" button again to hide shown elements/buttons in previous step
5. Notice the blank space is now filled with more elements/buttons that were
previously hidden

Actual Results:
There is a blank space where a lot of buttons that are hidden have space to be
shown (in previous LO versions they were perfectly presented)

Expected Results:
After pressing the "»" to hide the elements shown as a popup some of them
remain in the tabbed UI as they should always be

Additional Info:
LibreOffice should calculate the space correctly and show as many commands as
possible.
