Can't confirm. TDF does not maintain or distribute an Android build of
LibreOffice.  And, Collabora's  "Collabora Office" for Android 6.4.3 on an
Android tablet (Samsung Galaxy Tab A 10", Android 8.1.0) in landscape has
Notebook Bar layout at least as functional as that of TextMaker or Word you
show.

Not clear what program your screen clip of "LibreOffice" on Android represents,
but it does not look to be Collabora's--which is the only viable development
amongst the LibreOffice ecosystem on Android. And which has TDF sanction to do
so.

Please retest with current release available via the Google Play Store.
