I can't reproduce the described behaviour in

Version: 7.3.0.0.alpha0+ / LibreOffice Community
Build ID: 4cd3ce9848aa039b8d443a1257d1298231680b01
CPU threads: 4; OS: Linux 5.10; UI render: default; VCL: gtk3
Locale: en-US (en_US.UTF-8); UI: en-US
Calc: threaded

the problem with the attached file is that the textbox is not wide enough. If
you make it wider than the hyperlink, you will see the hyperlink can be aligned
to the left, center or right.
To me, this is a NOTABUG
