Good point, I did not realize this and I doubt many users will understand the
logic of this dialog, but that is another story I guess.

Going to Tools > Customize > Keyboard and selecting "LibreOffice" I do see the
shortcut "Shift + Esc" for "Search Commands".

That shortcut is not set when selecting "Writer" at the top right of the
dialog.

So the behavior you are seeing is very much expected I would say. Had you tried
adding a shortcut for Writer as that is what you were asking about in this bug?
