Description:
If an image / frame will still fit within page boundaries, it can overlay
footnotes

get same result in 
Version: 6.4.7.2
Build ID: 1:6.4.7-0ubuntu0.20.04.1

Steps to Reproduce:
1.created document
2.frame/image just fits into a page, but there are footnotes
3.

Actual Results:
frame overlays footnotes

Expected Results:
image/frame should move to next page
