The original steps are not clear/correct, but it's true that there is
inconsistency.

The image is anchored to the "Hello" paragraph, so obviously cutting only the
"Türkiye’nin" is irrelevant.

However, if you drag the image anchor to the "Türkiye’nin" paragraph and try
the cutting, the image is not cut.
