This bug is about the PDF created by exporting. You would need to export (a
sufficiently large part of the sheet) to PDF and open the created file i a
pdf-viewer to see the bug. 

Since the example attached by the reporter is huge and its relation to the
problem is unclear, I would suggest you look into the sheet attached to  
https://ask.libreoffice.org/t/preserving-conditional-formatting-results-when-pasting-outside-of-libreoffice/68006,
and export it (say sheet no 3) to PDF. Check rows 35 and down the odd rows to
see the effect in a pdf reader.

The evil settinng

isn't a soulution for, but the cause of related problems. 

Since there is no hope that the option itself will be completely abandoned, a
fix for this bug should actually be brought on the way.
