Description:
Hi,
I use msiexec to silent deploy LibreOffice on many computers.
I noticed that if i use the parameter ADDLOCAL=ALL for example in the menu
Format/Paragraph unit is CA instead of CM.
If i delete ADDLOCAL=ALL , unit is well CM.
Is it normal ?

See my command line i used :
1- Ok unit is in CM:
msiexec /q /i LibreOffice_7.0.5_Win_x64.msi
2- Bad result unit in CA:
msiexec /q /i LibreOffice_7.0.5_Win_x64.msi ADDLOCAL=ALL

Steps to Reproduce:
1.Deploy with msiexec:  msiexec /q /i LibreOffice_7.0.5_Win_x64.msi
ADDLOCAL=ALL

Actual Results:
If use ADDLOCAL=ALL in menu format / paragraph unit are in CA instead of CM
Same with 7.1.* version

Expected Results:
Unit in CM


Reproducible: Always
